Discuss education challenges in refugees camps with the Head of the UNHCR (the UN Refugee Agency)  in the UAE, Mr. Toby Harward. Know more about Toby Harward Head of Office, Abu Dhabi, United Arab Emirates Toby Harward has sixteen years of diplomatic and administrative experience in the United Nations, implementing Security Council mandates in peacekeeping operations and other UN missions in Africa and the Middle East. He has experience dealing with humanitarian, political and security issues in the field and at UN Headquarters in New York. Before joining UNHCR in December 2015, he oversaw civil affairs and community liaison activities in a UN mission in Sudan working with local authorities promoting opportunities for dialogue and reconciliation. Prior to this, he headed liaison and reporting activities for the OPCW-UN Joint Mission assigned to facilitate and verify the removal of Syria’s chemical weapons arsenal from the country in 2013 - 2014. He has also spent periods working in UN missions in Lebanon, Libya, Eritrea, Ethiopia, the Democratic Republic of the Congo, and Western Sahara. At the UN Secretariat in New York, he was part of a team planning and deploying UN missions in Sudan and in Lebanon. Toby Harward is a British national. He has a Master’s degree in International Relations with Arabic from the University of St Andrews in Scotland.
